The Profile of The Executive Secretary Kano State Hospitals Management Board, Kano
The Executive Secretary, Kano state Hospitals Management Board, Dr. Aminu Ibrahim Tsanyawa was born on 10th October, 1970 at ‘Yargwanda in Tsanyawa Local Government area in Kano State. He attended ‘Yargwanda Primary School in 1976 to 1982. He then proceeded to GJSS Danzabuwa from 1982 to 1985. Dr. Aminu Ibrahim Tsanyawa also attended Science Secondary School Dawakin Kudu in 1985 to 1987.
He got the admission into Bayero University from 1992 to 1998 and then proceeded to University of Maiduguri from 1998 to 2002 where he obtained MBBS.
He observed his Internship at Murtala Muhammad Specialist Hospital Kano from 2003 to 2004. He also worked as Medical officer at Sauda clinic, Kano. Dr. Aminu also worked at FMC Katsina from 2006 to 2010 as a Senior Medical officer, then Resident in Paediatrics Department from 2010 to 2013.
He then joined Malaria Consortium as Malaria Implementation officer in MAPS Project then later became the state Coordinator MAPS Kebbi State.
As a result of dedication, hard work and honesty, Dr. Aminu Ibarhim Tsanyawa was appointed as the Executive Secretary Kano State Hospitals Management Board by His Excellency the Executive Governor of Kano State Dr. Abdullahi Umar Ganduje, OFR on 12th August, 2015.
Dr. Aminu Ibrahim Tsanyawa also obtained MPH in 2015 at International University Bamenda, Cameroon.
KANO STATE HOSPITALS MANAGEMENT BOARD ORGANIZATIONAL STRUCTURE
The Organizational structure provides administrative referral system from units (Hospitals) to the Zonal Management Committee and finally to the Board Management Committee.
At the headquarter, The State Ministry of Health (SMOH) is responsible for policy formulation, coordinating activities of all parastatals under it as well as non-governmental organization and managing implementation of health policies in the state. Figure 1.0 below the HMB’s organogram depicting position and relationship of the HMB and its units in relation to the SMOH.
ZONES UNDER HOSPITALS MANAGEMENT BOARD
To ensure effective and efficient implementation of policies and programmes, in collaboration with relevant sectors that are aimed at delivery of integrated secondary healthcare services in Kano State.
A Healthy Society for Sustainable development in Kano State.
MANDATES AND RESPONSIBILITIES:
- Maintaining and managing all Hospitals within the state.
- Regulating its own procedure, the conduct of its meetings, and custody of its common seal and the award of contracts.
- Carrying out functions, such as recruitment, promotion, training and disciplinary action and inter zonal transfer/posting.
- Regulating, coordinating and supervising the activities of all Zonal Hospital Management Committees in the State.
- And all other acts as may appear to the Board necessary for carrying out any of its functions under this bill or any other enactment.
LIST OF DEPARTMENTS, THEIR FUNCTIONS AND KEY OFFICERS
- Administration & General Services: Headed by Director Admin and General Services. This department is responsible for general administration and accounting matters, staff welfare, manpower development (training and retraining), recruitment and promotion as well as treating disciplinary cases.
- Hospital Services: Headed by Director Hospitals Services. This department is responsible for coordination and supervising the activities of all Zonal/Hospitals/ equipment and structure, liaison office between NGOs and Board as well as Planning. Research and Statistics Units of the Board and also ensure that all the resources needed to ensure access to quality health services are in place.
- Medical Services: Headed by Director Medical Services. This department is responsible for coordinating and supervising medical activities in the secondary healthcare facilities.
- Pharmacy: Headed by Director Pharmacy. Responsible for ensuring accountability and transparency in the operation of Drug Revolving Fund (DRF) scheme, and ensure the usage of good quality drugs and pharmaceuticals in the state owned facilities, which are made available all the time and at affordable price to the patients.
- Nursing: Headed by Director Headed by Director Nursing Services. This department is responsible for nursing services matters.
ACHIEVEMENTS OF KANO STATE HOSPITALS MANAGEMENT BOARD UNDER DR. ABDULLAHI UMAR GANDUJE, OFR ADMINISTRATION (MAY, 2015 –DATE)
Kano State Hospitals Management Board is one of the agencies receiving attention and support of His Excellency, the Executive Governor of the state, Dr. Abdullahi Umar Ganduje, OFR.
The support the board is enjoying from khadimul Islam was born out of his desire and commitment to improve the healthy living condition of the people of Kano state based on his conviction believe that for any meaningful development there has to be healthy society and environment.
Indeed, to succeed in his mission, the governor needed someone capable enough, and who has the passion for the health sector to lead the board to the Promised Land, thus appointed Dr. Aminu Ibrahim Tsanyawa as the Executive Secretary of the Board in August 2015.
Kano state Hospitals Management Board Established in year 1995 is scheduled with enormous responsibilities for policy formulation based on healthcare policies. And all the policies are achieved with the special backing and support given to the health sector by the administration of His Excellency, the Executive Governor of Kano state Dr. Abdullahi Umar Ganduje.
Ever since the appointment of Dr. Tsanyawa the board has witnessed tremendous improvement in healthcare delivery services in all nooks and cranny of the state During 2015/2018 under review, Government has ensured staff welfare package and recruited more skilled and unskilled health manpower, renovated structures in almost all the state hospitals, water supply and power supply etc.
In addition to procurement of Generators, Supply of diesel and repairs of broken down generators in recognition of the importance of power supply to hospitals are also part of the achievement recorded.
RECRIUTMENT OF SKILLED AND UNSKILLED MANPOWER:
The Board has also recorded an improvement in the standard of healthcare through the recruitment of skilled and unskilled manpower. More than 2000 Health personnel have been recruited.
PROMOTION / TRAINING: All deserving senior and junior officers under the employment of the board have been promoted and quite a number of staff were being sponsored to pursue various courses training seminars in Medical, Pharmacy. Nursing and others allied professions.
This has significantly improves the quality of healthcare services being rendered to the teaming people of the state.
SUPPLY OF FREE HOSPITALS CARDS/ DIAGNOSTIC FORMS:
Printing of free hospitals cards and diagnostic forms to all government owned hospitals is an important achievement of Kano State Hospitals Management Board.
MONTHLY PROCUREMENT OF FREE ACCIDENT AND EMERGENCY/ FREE MATERNAL AND CHILD HEALTHCARE SERVICES:
Free programmes such as free Maternal and child healthcare services, free accident and emergency services, and consumables to all government owned hospitals in the state have been made possible by the Ganduje administration. This has improved the Antenatal Care attendance and minimizes death amongst pregnant women.
SUPPLY OF CLEANSING AND CLEANING MATERIALS/ MONTHLY SANITATION (TAGGED ASIBITI KAL- KAL)
This is geared towards maintenance of good sanitary condition for medical and surgical activities to avoid risk of spreading infectious disease in the hospital.
IMPROVED QUALITY SERVICES
SERVICOM:- Committees have been inaugurated in all our hospitals to ensure efficient service delivery to the public.
COMMUNICATION:– To bridge communication gap and make information available for improves services, the board under Dr. Tsanyawa provided official cell/ Table Phones to Muhammad Abdullahi Wase Specialist Hospital. This has yielded positive result as communication is made possible as any given hour between the board, staff and patients.
SUPERVISION:– Regular Supervision by the Executive Secretary and other Management staff of the board to our hospitals has assisted greatly in improving service delivery to the public.
Procurement and distribution of hospitals mattresses, bed sheets, blankets, pillows and beds repairs has also become regular with the board.
REGULAR SUPPLY OF DIESEL: to ensure smooth running of our hospitals monthly supply of diesel is ensured.
INVOLVEMENT OF HOSPITALS FRIENDS: The Board under Dr. Aminu Ibrahim Tsanyawa has succeeded in involving communities to assist government in supporting the state owned hospitals. Some of the friends include the famous business mogul, Alhaji Aliko Dangote (Dangote Foundation), Bill gate Foundation, National communication Commission (NCC), Alhaji Ibrahim Nuhu Amasaye and other individual in the community.
RE-ACTIVATION OF MEDICAL FIELD ACROSS 37 FACILITIES
Re-activation of Medical Field Units across 37 Facilities is another important achievement of Ganduje’s administration. Medical equipments and Furniture worth millions of Naira were purchased by Kano State Government to re activated the units that were abandoned by previous administrations.
Perhaps it would not be an exaggeration to state that in recent years there was never an administration as keen as the administration of HIS Excellency, Dr. Abdullahi Umar Ganduje, OFR in the overall development of health institution in Kano state recorded over the two (3) years.
